I wonder if the two sides will eventually figure out they will only make money if the place stays open.

If the required audits are not timely filed, permanent closure is the threatened penalty.
Under the law, tribal membership is a matter for the tribe to determine but tribes have been punitively disenrolling people who want audits, elections, etc. Chiefs used to be selected but had no tenure, now some "chiefs" claim lifetime jobs. Some tribes are very small and are mainly paper entities. US Judges do not want to determine membership but some situations rumored to have arisen in one tribe was the matter of two twin brothers, one of whom was disenrolled.
Tribes compete for off reservation casinos if they are not near major highways and often the "community" opposition is funded by other Indian tribes.
One faction of this tribe just might be willing to go the "no casino" route rather than share the wealth and power within the tribe.
This is not the first time a sheriff has been confronted with two armed groups each claiming to be The Tribal Police. Previously, sheriffs have sided with those in poseession of the casino.
