That really, really hurts.

I suppose I could do the right thing and turn it back in to the Dark Side, I'm sure they would do their due diligence in finding the rightful owner.

Or, I could just hold the chip in the air when I find it and say, "Hey! Who does THIS belong to?"

Give me a break. I even said I would give the suits time to come claim it, whether it be for themselves or the rightful owner. If I'm a thief, you're a crybaby.

It's not illegal to attempt to cash a chip you find on the floor. I don't think it's anymore illegal than finding $100 on the ground and spending it. Worst case scenario, the casino refuses to cash it and that's the end of it, so +EV all the way.

If he's really nervous, perhaps he should just try to change it at a busy BJ table. Play a few hands for the sake of appearance, take the smaller chips to the cage.

It's illegal in Atlantic City (at least). I also remember reading about another casino where it's illegal to cash out a chip you found. I don't remember where that was though. A casino chip is considered the property of the casino. I found a $1K chip under the table in the high roller pit at Harrahs. Stuck it in my pocket and thought it was a 2.50 chip. Later I felt it in my pocket and noticed it was big and gave it a better look. I was playing blackjack at the time and up so when I colored up I asked for an orange chip in the color up. I happened to have brought my mom that time to play some cheap slots. I gave her an orange and told her to go cash it. Not a bat of an eye. Then I cashed the other one out. I've played in Pa and they don't sweat chips so a 500 chip should present no problem when cashed out.
