I am not physic in any way. But reading this a thought popped into my head.

A series of felony arrests in Montana involving oxycontin possession have resulted in Texas filing detainer warrants in order to force the defendant into a Texas long-term habitual drug offender program by considering his Montana felonies to be probation violations.
Notably absent is any mention of "initial injuries".
DTPs (Drug Treatment Programs) are usually administered locally and usually a defendant would have a right to enter into a DTP in the State and County wherein he was locally charged rather than being extradited for violating parole or probation restrictions in a foreign state.
