I've just started playing blackjack and have learnt basic strategy. However at my casino the dealer only deals them self with one card. So, if you are last to act their second card comes from the shoe after all the players have played. This being the case, does basic strategy still work? The reason i ask this is for example you have 16 and they have 10. It says you should hit. However cards that help you (2,3,4,5) would be bad for the dealer so is it better to stick? Is there a chart anywhere for this kind of blackjack?

Yes, Basic Strategy still works.
It's completely irrelevant whether the dealer deals himself a hole card early. or waits until the end to deal himself one.

Here's the BS chart, just plug in your game rules. https://wizardofodds.com/games/blackjack/strategy/calculator/
Using BS, having 16 vs. a dealers 10 or Ace, you would surrender (if allowed), otherwise you would hit.

It matters as much as it would matter if the cards were shuffled differently: I.E. You'll get blamed or hailed equally based upon what the dealer gets, regardless of what your actions are.
On the flip side, it matters if a dealer's blackjack means that you'll lose doubles and splits. If all you'll lose is the single original bet, then just follow the basic strategy.

In some places, this is called European Blackjack. All the above posts are right. Some people think (mistakenly) that the player has more of an edge, because his actions effect the card that the dealer will eventually get.
