I have a question about progressive slots and payment

Okay so I know there's slots that the game operators(like aristicrat gaming) responsibility to pay and ones that the casinos pay from their own stash of cash. I know the game operators pay out the megabucks ones and the big progressives ones, but do the casino operators pay the smaller grands and majors that has progressive numbers on them like more mummy and dragon link, or does that money come from the game operators? Cause I see those get hit a lot and It just seems like the casino workers wouldn't be to happy about those payouts compared to the ones that they don't have to pay out like the big progressives.
