Mississippi resident Shaun Joseph Benward, a self-described magician and illusionist who worked with an accomplice to distract roulette dealers in a scheme to steal money from casinos, would be placed on the list, commonly known as the “black book” if the Nevada Gaming Commission concurs.

I'd think so, as well, but I'm not seeing any arrests. you'd think if he were caught past posting or manipulating bets he'd be taken out in cuffs.
One article says that he would talk to dealers while his accomplice made bets. After getting friendly with the dealer, he would make last-minute bets, slowly increasing them. At one point, he'd place a large, last-minute bet and if it lost, he'd insist the dealer put the chips on the wrong spot and the accomplice would say he was a witness. He'd either get paid or get his bet back. He got kicked out of at least nine Vegas casinos for trying this. It seems pretty amateur, to me.
