Interesting that they were fined for withholding customer rewards bonuses. I wish that could be used against casinos

Do casinos have to report to anyone as to fairness of various promotions? I assume casinos have to report all financial transactions, but letting a guest have a hotel room for free — that would go unreported I would think.

I’m trying to think what overall difference that should make for the rest of the customers. Haven’t really thought about it until now.
