Anyone know why states chose this number as a minimum return, many states use this number.

Oh yeah, that's right. There is a statutory minimum in Nevada but just about everybody is well over it by a humungous amount and I know other states followed suit with some statutory minimums. If you look into the used market for slots you see they are often sold with a range of chips but even Indian tribes that don't report figures are unlikely to do anything but buy a used machine and plug it in.

That's correct, so Nevada kind of started it. Theirs is also the lowest, at 75%. West Virginia is 80%. Pretty much all states have one, though the majority of them are below what most slot titles can even be programmed to.

It could also have something to do with 85% being the approximate return of bets in pari-mutuel horse racing. I remember when it was 84.25% in California (now it's something like 83% for win/place/show and somewhere between 75 and 80 for exotics).
