Is there a different house edge on crap-less craps compared to regular craps

Would the casino have bothered to invent it, design a different layout and train dealers in it, if the Crapless Craps was still the same house edge as always?
In Crapless Craps a come out roll wins on 7 and anything else becomes a point number: so 2, 3 and 12 are no longer losers, they simply become your Point Number. The trouble is that 11 is no longer a winner on the come out roll, it too simply becomes a PointNumber. This all adds up to a worse deal for the player.
It may sound great: You can't lose on the ComeOut Roll. But the PRICE you pay for that is that you no longer win on the 11. 11 becomes the point and it must roll again to win. Also those "craps" numbers that they gave to you as a PointNumber, they still have to roll again in order to pay off. So the casino benefits from Crapless Craps over real craps.
