Well, if dead people can vote, sign petitions, file injury claims, file tax returns and take out credit cards, why on earth shouldn't they be able to win the lottery.

Seems like the moneys are better off with criminals than with a lottery corrupt by design I say.

It may well be some kind of tax dodge, but I bet it's because of the publicity. You have to give them a name and address, and then every scammer everywhere sight in on the target you just became, many of them in your own friends and family.
If the House lost every hand, they wouldn't deal the game.
