He says in that article

I don't know if I agree with that. Pretty sure there are people who can spot a lot of APs.

That's other APs with years experience. I'm pretty sure they can watch someone's activities in a casino and make a pretty good assessment if they are a threat, even if they never met the person.

Now whether the casinos aggressively pursues, or able to turn people to work for them, I don't know.

...although I guess he could mean, that the casinos take the Highway patrol approach. Speeders are everywhere, and they really only catch a few. Best they can do maybe.
