Am I crazy?
I am looking at the PAR sheet for a video blackjack game and I am pretty sure their optimum percentage is off by about 2 points.
Rules as stated:
1 Deck (52 cards) shuffled before each hand
Dealer hits on 16 or less, stands on any 17 or better or 6 cards totaling 21 or less
Player wins on 6 cards totaling 21 or less, except for dealer Blackjack
Blackjack pays 2 for 1, all other wins pay 2 for 1
No insurance
No surrender
Bet returned on all pushes
Split allowed if 1st two cards are a pair
Double Down allowed only on 1st two cards totaling 10 or 11
The sheet claims the optimum return to be 95.7% (this number is also reflected on the game paytable setup screen)
My number is coming out closer to 97.8%

At my age, a "Life In Prison" sentence is not much of a deterrent.

Does the dealer peek for blackjack?
This line confuses me: "Player wins on 6 cards totaling 21 or less, except for dealer Blackjack"
If the player has blackjack, then the player should not get a chance to hit to 6 cards, unless the dealer doesn't peek for blackjack.
I may have some errors with my program, but I am getting closer to your result as well.

Yes, the dealer peeks. I don't know why they added that qualification to it.

"Blackjack pays 2 for 1, all other wins pay 2 to 1"....sounds like BJ pays even money. What they mean is you bet $10 and win and collect $20 total. Your $10 bet plus $10 of winnings. Not really 2 to 1.
The stand alone Roulette machines, with an electronic wheel above the screen. Made by Shufflemaster I believe, do this crap too. The pay table often says single number 36 to 1. But it's really the same 35 to 1 as everywhere else but with your original $1 back it "pays" 36. It's misleading at best.
