Tax dodge, I guess. They make noise, kill birds, etc. but they bring in tax credits or "green" credits whatever those might be. They don't really generate much juice when the wind is high and they only generate juice in peaks and pulses that local equipment might not be able to tolerate but somewhere politicians decided they were good.

In fact, I put the windfarm on my Atlantic City Casinos and Points Of Interest Google map, although I couldn't find any evidence of tours.

On a serious note, where did that picture come from? I took one from the Showboat that looks exactly like that. Now I'm going to have to dig it out of the camera archive.

There is a walking path that runs behind Borgata and Harrahs that gets you about as close as I think you can get. You are close enough, that you can sometimes hear the blades on a windy day. They are really very close to the Borgata. But the wetlands are between you and the windmills so you can't walk directly there. Even if you could I assume you couldn't get too close. They must be fenced off or something for security reasons.

The area was a wasteland, the former AC landfill, and was turned into the police firing range, among other pursuits, for people who remember driving up to Harrah's and Trump's Castle.

Am I confused thinking methane is considered a fossil fuel? If I remember correctly, there are moons made of it in our solar system and we just have to find a way to get to it and take it. On oil, it is great, but there is never a reason to replace it when it is available. When oil is too hard to get, it is too late to build an infrastructure to live without it.
