Also, assume no assistance from a host or pit boss, just walk up to the food court and want to order a $14 corned beef sam'mich. How many RC's would be needed to make that transaction happen?

I actually don't know what the breakdown at Horseshoe is. Usually, some shops and restaurants are Horseshoe-owned and operated. the RCs are worth $0.01 there. Other shops and restaurants are on leased-space agreements and are independently owned and operated. RCs are worth $0.005 there.
And of course those values are nominal. The prices are somewhat inflated, which means the RCs are worth a bit less in real terms.

This might vary with the property, but you might get a discount as a Diamond or 7stars player.
100 reward credits generally buys $1 of food, merchandise in casino stores and in the total rewards catagog.
200 reward credits buys $1 of gift cards in gift shops (if available) and in the total reward catalogs.
200 reward credits buys $1 of free play BUT starting Apr 1st Diamonds and 7Stars get a discount on the conversion. (edited to show correction, thanks for pointing out my error.)
