Are there any playable single or double deck games for $5 or $10 left in downtown, or a couple blocks off the strip?

Yes; the El Cortez and Four Queens downtown both have single deck.

You can find plenty of double deck games (whether they are playable or not is a matter of degree) at just about every off-strip casino that's not downtown.

I've not been able to find decent penetration there. How is it now and do you know the rules?

$5 & $10, DD, H17, about 66% penetration, mid deck entry, table min for multiple spots. Table hopping required. Best results when 3 or less players, mid week. During "tourist hours" (Fri - Sun & holidays) penetration drops to 50%.

ANY Stations casino, including the nice ones like GVR and RR.

I wouldn't personally bother with Gold Coast or Orleans. The Canneries and Terribles also have decent games (pen varies by dealer).

I personally prefer my cards shuffled by hand, not machine.

Are you a shuffle tracker? Don't trust the machines? Other reason?

I don't explicitly track, but I regularly document the house shuffle for various casinos. I then go home and, using decks with different colored backs, reproduce the shuffles to see where the cards go. When I had a "good deck," I place the cut card in one place; when I had a "bad deck," I place it in another.
