Real Blackjack hand ... interesting Situation

I was watching someone play 'Free Bet' Blackjack on Friday night - he was a player I knew but hadn't seen for at least 5 years.
Anyway, he was playing 2 hands and was dealt 13 and 16 verses a dealer 8. It was in the UK so the dealer does not have a hole card.
However, for some reason, the dealer pulled out the next card and it flashed before he set it down - it was an '8'.
The first hand the player had to play was the '13', so the question arose:-
Are you better off having 21 and 16 (to play) verses a dealer 8 or are you better off giving the dealer the '8' to give him '16'?
Don't forget that as it's 'Free Bet' then the dealer will push on a total of 22.
Without looking at the hand ev's (which I still haven't done yet), choose which decision feels right to you.
Of course, the obvious play is to double on the '13' but this casino only allows 9, 10 & 11 doubles.

Sorry, I've been on my travels so didn't have time to respond.
My gut feeling was to give the 8 to the dealer however I still haven't worked it out. If I get time later then I may look at the ev's and post the correct play (hopefully along with the cost of playing the other way).
Doubt it will ever happen again but just out of curiosity ...
