I have no problem with the actions of copying and pasting using my iPad.
The issue I'm having is that after I've completed a copy and paste, and go to a NEW copy and paste, what gets pasted is the PREVIOUS copy job.
That is, my "clipboard" hasn't been. cleared yet.
To get around this, I downloaded a free app called "IClear".
This works ok, as long as I continuously remember to "IClear" after every action. Humbug!
Does someone know a workaround for this?

Is this a new Ipad shipped with this problem, or old Ipad that developed this problem?

I have an older iPad2, but it didn't "develop" this copy & paste issue, as far as I can tell.
It is not "lightning" fast, but I'm ok with this slower performance.
Using Notes is challenging, because when you're ready to edit, you have to wait a long time until the cursor blinks, indicating it's ok to do your work.
Evernote started off the other day with a relatively faster screen response time (click --> see results).
However, right now, the issue is the copy & paste operations retains what was copied until you intentionally delete it. So I have to use the "iClear" app to delete what's on the clipboard.
The reason I have repetitive copy & paste functions is that I compose work or replies to a post in Notes (now in Evernote), otherwise I might accidentally erase the WoV reply I'm working on.
I also need to copy & paste image links from TinyPic so I can add pictures to my posts.

Perhaps you might consider backing up and doing a factory restore.
I run windows based laptops and surface pro's
The greatest day of my life was when I figured out
how to partition my drive and do a factory restore.
Now my laptops drive has 4 partitions with
an OS installed on each so If I ever have problems
I just boot to another its really like having 4 computers.
Also come to think of it I have a brand new surface pro3
still in the box bought it around Christmas 2015.
Tried to sell it on C-list for 200.00 less than I paid right
after I bought it and everybody gave me crap and said It must be a scam.
