This is exactly how the state- and also casinos work- they file charges and are not even aware of the laws-

If the parlay cards are not per se illegal or legally gambling devices, printing or possessing them may be some sort of fraud but its not gambling.

Prosecutor usually gets ONE bite of the apple, here he had TWO BITES and still could not get anywhere near a chargeable offense, so the defendants walked.

The state legislature needs to amend their criminal code to close this seeming "loophole.

I mean, I'm all for the players, etc... but it does sound like they basically were running a sports betting book. The reason they didn't get in trouble is because no one directly witnessed them accepting money or paying out money for the wagers, which we all know they did.

Still amusing that the sate and even gaming jumped on it with no evidence. How hard would it have been to set up a sting where they get a card, place a bet, then bam, you have evidence?

Really would have been little more trouble than just stopping and questioning them.

Parlay cards.
Did you buy them or are you selling them?

Easier might have been, "have you got a parlay card I can buy, I'm feeling lucky"?

When dealing with our public servants one must remember that we only get a little bit less than we pay for ;-)
