Harrah's has a "Carnival Court" which is pretty raucous well into the night. If you like that sort of thing, you might think it's great. If not, you might want to request a room as far away as possible.
If Harrah's was the best place that I could score a free stay, I would not avoid it. If I could step up to something like Planet Hollywood, I most certainly would do it. And be willing to pay a little extra.
One thing I do like is the proximity to the Mirage. You can walk outside of harrahs and go right to The Mirage if you wanted.
Only thing I would warn you about is turn down that fan in your room. Very disruptively loud! Also if you have a weak stomach stay away from the Espresso shake from KGBs. It would wreak havoc on your stomach and keep you up all night.
The casino is poorly laid out and claustrophobic,
the buffet is awful, the ceilings are too low so
it gets smokey at times. No thanks.

Their Chinese restaurant is only open during dinner hours, and includes some other Asian (Japanese and Thai) menu items as well. I found the Chinese food to be above average, and the rest of the time it's a coffee shop that's decent, with a 7.99 steak and egg breakfast during midnight hours for TR cardholders. The steakhouse is very good (a Ruth's Chris) with pretty good steaks and really excellent side dishes. I especially suggest the sweet potato casserole and the mushroom broiled dish. I didn't bother with the buffet. They have a fun piano bar with dueling pianos some nights, and live performers other nights. They also have an improv comedy club that's not bad, and a larger theater that usually has a non-headliner show. The burger place (KGB) is a bit overpriced but good quality and portions are generally large. The oyster bar was fresh and good. Unless you don't use the TR card on purpose, you want to present it everywhere including the gift/notions shop, because they have 2 tier pricing on everything that will save you at least 10%. I don't use Toby Keith's or Starbucks, both on the 2nd floor.
The sports book is large and clean, but sometimes does not have enough seating. The party pit is noisy and drafty (right next to the street), but the other pits are better. The Asian pit is very good in most respects. Their slots are mostly not the very newest, but there's a good variety and several featured new ones; probably 2/3 are now penny slots. They do have a separate high roller slot room, and a high roller card room. The Video Poker was pretty good, but apparently in the last couple of months they've changed them out for the worse. Most of their carnival games have $5 minimums on at least 1 table; most blackjack is at least $10. Craps tables stay quite busy; I think they have 6 of them, all in one area. I haven't played roulette there in a decade, so can't speak to how many or whether it's good. Most games are available 24/7 somewhere in the building.
The rooms are basic, above-average hotel grade with some amenities like coffeemakers (if you don't have one and want it, I suggest you call housekeeping and ask), hair dryers, and such, decent toiletries, iron and ironing board, table with 2 chairs. Wifi is spotty but available (in your resort fee, anyway). I wouldn't say they're spotless, but never had a serious complaint about cleanliness. Staff is mostly friendly and helpful. You will find the hotel backwards, with the main check-in, taxis, shuttles, and monorail on the back side, not on the strip.
Overall, I think you'll enjoy it for a first visit, and likely for subsequent ones, but a lot depends on what you want from your stay. Harrah's is a middle-gambler hotel for mostly the older crowd. Whales go to Paris and Caesar's. I don't know who the Rio markets to; some of everything, but they get off-strip older middle rollers, I think. Younger folks go to Planet Hollywood and Bally's - also low rollers for Bally's. Low-rollers go to the Quad, which is marketing to young gamblers, and some of all ages to the Flamingo.

I would put the basic rooms a fair bit above Motel 6, Super 8, Days Inn, etc. but lower than a business-class hotel like Hyatt or Mariott. You must've stayed in better Motel 6's than I have by a long shot.

But that's not enough. Harrah's was built 40 years
ago and it shows. The casino just isn't big enough
and they have everything crammed into the smaller
area. The low ceilings of 70's casino are a big issue
now because it's just not possible to take care of

right onto the Strip and they have homeless street
people constantly wandering in to get out of the

The walk from valet parking to the front part of
the casino takes supplies and a Sherpa guide
to get there successfully. That's where the Rapid
Roulette is, which is the only reason I go there.
I've don't like Harrahs, or the Trop, or the
Hilton, or Circus, or Riviera, or T.I.. I do like
the Flamingo for some reason. It has a nice
layout for an older casino and a fairly decent
buffet. The older casinos are just kind of creepy
and sad, for the most part.
edit: And Bally's, that place really gives me the creeps.
