WAX = Westcliff Airport EXpress.
Transfer to the 106 or the 106A or the 106B at the Bonneville Transit Center.
Instead of the WAX, at the airport you could also catch the 108 or 109-north. The 108 and 109-north take 35-45 minutes to get to the Bonneville Transit center, but they sometimes run twice as frequently as the WAX. The WAX takes about 23 minutes to get to the Bonneville Transit Center.
By the way, you need to purchase (at least) a 2-hour pass ($3) to make that trip. Have exact change. All timed passes are good on any RTC bus, except that non-residents of Vegas have to pay "tourist" fares to ride down the Strip on the Deuce or the SDX.
More detailed info at the RTC site.

May I ask what brings you to Fiesta Rancho? All-you-can-eat tacos, perhaps?

I think that there is a 24-hour Walmart just behind the Fiesta Rancho.
I wouldn't walk too far down Rancho at night. It's probably safe between the Fiesta and Texas Station.
Try Google street view to get an idea of the surroundings.

I would feel safe walking to the WalMart. It's basically right next to the Fiesta. The area is completely developed. Walk out the door closest to Garduno's, past (or through) the parking garage, and it's right there.

Au contraire! Our evenings at Casino Arizona are followed by a stop at "Lenny's" for a midnight snack/early breakfast/something to absorb all the alcohol the men consumed while the women played. My neighbor in AZ is a big fan of Denny's even if he calls it Lenny's. But he's a refugee from Pennsylvania.

I'm headed Downtown in a few weeks to play golf At The Cal in the Fall Golf Tournament.
The past few years, I've taken the WAX from McCarran to Fremont Street for a mere $2. And the return From Casino Center to McCarran.
My question....
With the WAX no longer scheduled due to COVID, can I utilize the 108 or 109 to get Downtown?

You can take the CX, which goes from the airport to downtown. It pretty much follows the old WAX's route from the airport to downtown; the only difference is, it stops at the east side of UNLV about 1/2 block north of Tropicana first.
The 108 and 109 also both appear to go downtown as well, but they end at the transit center about six blocks south of Fremont street, while the CX stops at 4th & Carson (one block south of Fremont). The CX return bus to the airport also stops at Casino Center and Fremont.
