I've used Freecredit on VP at Wynn before.
It was just $10 that they gave me for visiting on my birthday, so I just dumped it in some crappy quarter game they had on the main floor...

From the link you sent sounds like:
A-- you can place a bet with the promotional chip, let's say $50 on Black at roulette, black comes out, they pay you $50 and let you keep the promotional chip to play again until the promotional chip loses.
B--Where I play, I place a $50 free bet on black at roulette, black comes out, I get paid $50 and lose the coupon. Red comes out, I get paid nothing and lose the coupon. So I lose the coupon either way once the bet is resolved.
The only time I've got to keep the coupon was on a push at BJ. Then i could play it again until I either won or lost.
I haven't used Wynn's Promotional Chips, so I'm not exactly sure how they work, but based on my interpretation of the rules if they work like A, that's a better scenario than B.

Actually if you win, you want them to turn your promo chips into cashable chips, then you have to play less to exhaust your promo chips.

There are ways to get the value of the promo chip to exceed 100%, but generally you would want to cash them.

I asked Wynn player's club, they told me only state wide progressive (such as Megabucks ) excluded. All VP machines (including progressive) no problem.

Not all VP, at least not Encore. It will not even work on some slots. it's a crapshoot on anything new regarding slots, even the non state wide slots. Probably best to avoid Encore altogether.
