Delaware Sports Betting Question

Do retail locations (not one of the three casinos) accept bets of $100 or more? The only real information on this I can find is that you have to go to an official location to get tickets worth more than $600 cashed, which is fine, but will bars/stores even take these bets? I read that the average bet is $10-20, so I can see them just not wanting that responsibility.
