For the record, I just did the math about the proportions...
I broke Standing into Stand (BJ,21), Stand on Pat Hands (16-20) and Stand on Stiff Hands (12-15)...
PROBABILITY OF ACTION ON INITIAL PLAYER HAND
Stand (BJ,21): 7.8%
Stand (16-20): 25.8%
Stand (12-15): 19.8%
Hit: 19.6%
Double: 6.8%
Split: 2.7%
Bust: 9.5% (including 0.2% by choice when electing to Bust rather than split 12s or 13s)
I should add as a footnote that this is assuming the player plays optimal strategy... There are actually a lot more hands that can be doubled by an aggressive player that are pretty borderline. Same goes for things like splitting 10s against a Dealer 13... It's a close call - slightly less EV but potential split to 3 or 4 hands can be a lucrative win.
If a player decides to hit a 12 or 13 against a Dealer 10 (also close call) then the Hit goes up 4% and stand comes down 4%.
I'm not sure about the standard BJ proportions so somebody would have to look them up... One thing I do know from a long time dealing is that when players do get dealt a stiff hand against a strong dealer card, they're not happy! (Even though it creates the potential for an against the odds win by hitting, or foolishly standing)

Good work 13s, I think the game has a shot in your market. I do get the 5 times on a dealer 13 action at the table, it will be a sense of community win which is a positive.
Perhaps there is an unfilled market down under that can't play BJ at the higher levels, won't play the lower minimum 5% HE variants and may gravitate towards Lucky 13's. I have no way of knowing that from this side of the Pacific.
The non-regular deck and interfacing that with a CSM and optical reader will be a hurdle. Along with the casino having to obtain special decks for the one game on the floor.
It is an interesting concept and given the right buyer in that market that is willing to overcome these obstacles, I bet you get this on a floor for trial somewhere. From there it will be a question of how it performs with the players and the hold percentages relative to other games. Bottom line is will it win more for the property trialing the game. All the best with it.
