So, looking at this crazy layout, do I need colored (roulette) chips or, do I just position wagers where the player is standing?

If the felt is big enough I don't see any problem with just using the regular chips and having the dealers position them to correspond to a player position. It would be much less hassle.

How are the dice rolled?

Dice are rolled in either a 10" or 18" birdcage. Players do not touch the dice, however, we might pass the cage around to keep players involved more.
