How do we calculate at which point progressive jackpot becomes +ev on ,lets say jacks or better 96, IF the progressive jackpot doesnt pay all royals but just dealt royals before draw? Drawn royals get 4000x as usual.

Roughly, it goes like this:
If RTP = X and therefore HE = (1-X) and P = probability of the event that pays the progressive, then the add-on to the per-coin pay in order to get to 100% is HE/P. Using 9/6 JoB as an example, the probability of a dealt royal is 1/649,740, the HE is 0.4561%, so HE/P = 2963.44. Add that to the standard 800 unit pay, multiply by 5 for max coin (because I assume the jackpot only pays on max coin), and you get 18,817.19 credits for break-even. $4704.30 if it's a quarter-denom game.

That only works perfectly if the odds don't change as the payout goes up. Technically, perfect-play on normal RF jackpots involves changing draw strategies as the jackpot increases. That won't happen in your example because the payout only happens on the deal.
