Do most casino make you flop the royal to get the progressive jackpot or can you draw to it also?

If you're referring to video poker, you can draw to it. Some table games expect you to have it in the first five cards available.

(Progressive) royal flushes can be hit on the draw. ie: You're dealt and hold 3 royal cards, hit draw, and the other 2 cards come in.

There are also variations, but they are made obvious to the player. Some machines have a sequential royal payout AND a regular royal payout. Others have a dealt royal payout AND a regular royal payout.

Do progressive video poker machines usually have multiple games to choose from? If so, would the starting payout percentage be about the same or quite a bit different? ex. is 8/5 jacks or better at 97% or so and same machine with dueces willd at 99.7% or would they be about the same around 97% starting out?

In live poker jackpots, you need to be using both of your hole cards as part of the hand. So, in Texas hold-em, if the board is Ad Kd Qd 10d 3c and you have As Jd as your hole cards, you did hit the royal flush but you did NOT hit the jackpot. If the board were Ad Qd 10d 2c 3c and your hole cards are Kd Jd then you win the jackpot because both of your hole cards are used in the hand. I can't speak for slots.
The difference between zero and the smallest possible number? It doesn't matter; once you cross that edge, it might as well be the difference between zero and 1. The difference between infinity and reality? They are mutually exclusive.

Some do and some don't. For the ones that do, the base paytables are usually within 1-2% of each other, usually closer to 1% (since most paytable adjustments fall around 1%). I know one casino in Tunica though left their best game untouched after they went through a downgrade of most of the others (I think they would have to delete the best game instead of being able to downgrade it). So that game is over a percent higher than the next best game and over 2 percent better than most of the games.
