Shouldn't, but should is a dirty word.
Just like EDF shouldn't change the per-hand odds of making 4oK or Full in the bonus.
I don't know, it's always felt pretty close to right to me in STP, DSTP, UX, and Hot Roll.

By law, the cards have to be dealt randomly. So I would say the answer is "no".

If you're playing in a legal US casino the cards will be dealt randomly. The exception is if it's one of those video lottery machines, but those don't exist for ultimate X (at least I've never heard of it).
If you're playing online you're probably getting cheated.
