Has anyone ever seen the game in Jacks or Better? Do they even make the game in Jacks or Better where you win 10 credits for two pair? I'm assuming the math on Jacks or Better probably puts the game too much in the players favor.

The return of the game is determined by the combined influences of both the base pay schedule and the schedule of multipliers. If you look at the Wizard's page on Ultimate X (edit: linked above), you'll see x2 payouts for two pair on all variations of both JOB and Bonus, so your situation in Toledo is unusual.
But the design of the game allows exceptional flexibility, although IGT limits the selections available to casino operators.
