This is a pretty stupid question I'll admit but just something I wanted to clarify.
When you see a US table advertised as a $25 dollar minimum, is that the minimum on the outsides, the numbers,or the minimum total bet that must be placed.
In England the tables are referred to by the minimum bet on the numbers, eg £1 minimum, with a £5 minimum on the outsides.
I have looked (not very far but I did look) but have not been able to find any info regarding this especially.

Australia is the same, it refers to the minimum on "inside" bets ie: those up to the six-lines. Minimum on the outsides (dozens & even chance) are more.

Same in Canada (well, here in BC at least). The River Rock (where I work) has $1 roulette tables, meaning $1 on inside bets (minimum 3 chips a spin), maximum $100. Outside bets are $10-$500.

see its the minimum chips per spin thats confusing me, we dont have a minimum amount of chips per spin.
I think im having trouble distinguishing between the minimum chip value and the minimum bet per spin when I read about it.

Somebody correct me if I'm wrong, but I think a $25 minimum would mean the minimum bet on the "outside" bets is $25, and the minimum sum of inside bets. There would also be some minimum per inside bet, like $5. You couldn't make 25 $1 bets on individual numbers. They are treated like separate games too. If you bet $100 on black, for example, you couldn't bet an additional $5 on a single number, you would still have to get up to $25 on the inside to bet the inside at all.

That makes sense, and is what I was hoping to hear, I would understand if it said $5 table with $25 minimum, its when you see things just labelled $25 minimum that confuses me. It was actually The Wizards Roulette survey that prompted me to ask with its mention of the minimums for Euro Tables, me being unfamilliar with the procedures over there.
Just like my friend was when he placed around $300 on the line between the 2nd and 3rd dozens, only to have 16 land, and he watched his money being scooped in. When he asked where his money was, he was told "That was a bet for the 0/00 split", as opposed to as he thought a split dozen bet. Which is why it pays to know before you go.
Its his own fault for playing a 00 table.

How would they enforce a minimum total bet on the number? Surely it would nearly impossible on a busy table with people walking up and scattering bets here and there?

if the table was really busy, it might be difficult to check for this. but if they really wanted to slow the action of the table down they could check the chips on the table. but they'll be making so much on each spin i don't think that is going to be a major concern. with that much activity going on i think they would be more concerened if anything illegal is happening.

Yeah, if the table is busy, it's too hard to check. But the dealers DO have a 'feel' for it. I.E. if it's a $10 table, they might not notice nine $1 inside bets. But if it was only eight, or seven, yeah, they probably will notice.
Of course, if the dealer is sorting chips by hand, he may notice a short bet when stacking and counting those chips. That may alert him to double check a player's bet the next time.
On the other hand, I've seen it happen where a player burns thru his bankroll, and has just a few chips left. They will often let the player bet those last few chips. The friendlier the player, the more likely they'll let him play those last few chips.

The inside minimum per number is enforced by the default chip demonination at the table. For example, a $25 minimum table would only allow you to buy $5 chips. A $100 minimum table would only allow you to buy in with $25 chips. One exception would be someone who is "grandfathered" into the game. If I'm playing with $1 chips, and the table minimum is raised to $25, I'm still allowed to play with $1 chips at the old minimum.
