Do you think they would allow a strategy chart at a Pai Gow tile table? (like a blackjack strategy chart)

Yes. I use one of my own creation.
I've only used it twice, in AC. Both times the floorman wanted to see what it was. I'd use it infrequently and only for a second or so, so that could be why I was allowed to use it.
Then again, the content could have been the deciding factor too. It merely shows the four unmatched pairs, and a reminder to me that the 12 or 2 tiles make a Wong with any 9, and a Gong with any 8. It's slightly smaller than a business card.

Sure. The casino would rather a player consult one of those cards and make a rapid decision rather than sit there counting on his fingers or something.
Just be sure to be honest and open about it. I used to hold it out and turn it over for the benefit of the camera when I first sat down. Dealer and Floor would see it and I've seen Floormen walking around with an identical card dangling from their keychain so it sure ain't anything the casino is unfamiliar with.
Surveillance doesn't like objects on the felt surface particular objects that are reflective and might contain peeking aids of some sort, but if you want to have a card use it openly. Don't try to sneak it half way out of your pocket or anything. Be open and obvious and if the Floor gets a phone call from surveillance about something he will come over and apologize to you about it.

I brought the wizard's blackjack switch strategy along with the huge EV table for the various hands with me to both Casino Royale and Bally's, and neither minded me having them on the table...
