Uth's HE is 2.2% but that factors in the Blind bet.

Element of Risk divides the HE by the avg amount of $ on the board.
so ante+blind+avg Play (2x) = 4x the ante bet

so EoR = 2.2%/4

But are we double counting the Blind bet?
Why are we factoring in the Blind bet again in EoR calculations if it was already factored in for the HE?

That's like saying the HE for '3:2 s17 Blackjack' is .4% but EoR is lower because of double downs and splits?

But the HE takes into account the Blind bet payout.
If you can have a different bet size for the Blind bet (ie: $10 Ante, $5 Blind), then the HE would be different.

The HE takes into account that the Blind bet amount is the same as the Ante amount.

The Wizard of Odds UTH page explicitly states that the HE applies to the Ante bet only.

A UTH house edge is determined by that player’s strategy. If you follow the Wizard’s strategy, you might get a House Edge of +2.2%; however, if you follow Eliot’s strategy, you might get a House Edge of -2.4%. Strategy is the key! All these numbers are referenced to the ante bet amount only.

I'll bite too. My best guess is he's assuming a flashing dealer or colluding players.

I think your reasoning makes good sense. For this game of UTH, the house edge should be referenced to the total initial bet on this hand, which is the sum of ante bet and blind bet. This makes a house edge of about 1.1%.
