If you can have a different bet size for the Blind bet (ie: $10 Ante, $5 Blind), then the HE would be different.
The HE takes into account that the Blind bet amount is the same as the Ante amount.

I think your reasoning makes good sense. For this game of UTH, the house edge should be referenced to the total initial bet on this hand, which is the sum of ante bet and blind bet. This makes a house edge of about 1.1%.
