How casinos calculate complimentary drinks?

Different casinos and different jurisdictions have different rules and policies. Someone giving you the formula on how they do it in Law Vegas doesn't help you in SA. Most casinos in America offer.free drinks to patrons.

Ahh. It's going to be different everywhere. Where I live, free drinks in casinos don't exist. You have to pay for it.
There are some jurisdictions that literally CANNOT give complimentary alcoholic beverages, of which the entire State of Ohio is one example. I don't know if there are others, but that's at least one.
In other jurisdictions where they can, it MAY vary from casino to casino and be based on competition, bet amounts, etc. One casino in WV does it if you have their highest card level OR are playing in the high-limit room. Another casino in WV is such that you print vouchers and I don't know what bearing the cards have on it.
There's a casino in PA that will do free cheap beer and well drinks for basically anyone playing, though that was not always the case. Another casino in PA will give you almost anything you want, but it's provided that you are actively playing in the high limit room or betting an average bet on tables that I do not specifically know. Anywhere else on the floor, you have to pay. That casino is within thirty miles of the one that does free beer and well drinks.
Las Vegas is free anywhere on main casino floors for any casino that I've ever heard of, which is presumably due to significant competition. Same thing for Atlantic City. The bartops at various casinos may do things differently.
The long and short is everywhere is different and if you want information for a specific casino, then you should call and ask...and maybe you'll even get the right answer!
In small casinos, there is no rule but the whim of the pit boss and whether he/she knows you well.

That's correct, but I assumed that's not what OP asked or Bill was referring to. But maybe I'm wrong as I like alcohol. Lol If free alcohol existed in the Midwest, I would have never bothered going to Tunica.

There are some drinks that may be exclusive to higher level players (I have been told before that I need "X Status" to get full cans of Redbull for example). But, generally it is at the discretion of the waitress (and if you tip consistently, they often do not care if you are even playing).
Sometimes management might cutoff somebody from alcohol if they feel that they have had too much (very drunk), but this is the only time I have seen management interfere with waiters, and they generally just say no more alcohol, but allow coffee and water only.
But, most alcohol, sodas, coffee, waters, etc..... They will give anyone who is playing or looks like they may be playing. Some more expensive drinks (redbull is the example I use because I like cans of rebbull so I experience the reactions often ) they will sometimes say they need to watch your play or you need to be a certain status, same thing with cigarettes. But, those tend to be the exceptions.
