I recently went to Resort World Sentosa (RWS) and saw this table game - Si Ki Pi.

Anyone has any info on how its played and some basic strategy?

Does the game use four color cards? If so, is it possibly Si Se Pai or a derivative?

Not exactly. This games seems like a combination of paigow and baccarat.

The game is played with a regular deck of 52 cards whereby each player is given 4 cards. 2 cards have to be placed at the top, and 2 at the bottom.

The bottom hand must be stronger than the top hand.

The hand rankings is similar to baccarat. A8 is 9 points, 45 is 9 points but its a weaker 9 points. Pairs beat 9 points.

I'm trying to run calculations but don't know where to start!!

It sounds like the Pai Gow Tiles game play with a 52-Card deck.

I have a game similar to this, I call it Pai-Gow Pairs.
