It's only a push when after setting the cards, the dealer's low hand is a 9-high. Not when the dealer has a 9-high pai gow.

It doesn't say .02%.
It says .025007 which is 2.5007%.
We have Pai Gow poker without commission and its just the regular Pai Gow game with no special push rules
If the dealer gets a 9 high pai gow, players win if they have a better hand. No push
The banker has a very slight edge due to winning ties
The banker profit is in the fortune bet that is a minimum of 5 bucks
