Jacksonville plays Miami, Cincy and Dallas, before their Bye week, so it looks bad for them too, but Miami could be vulnerable. If both the Raiders and Jacksonville lose out, the Jags/Cowboys week 10 game in London is still at 1 pm Eastern time, so they will still record their loss prior to the Raiders kick-off in the late afternoon games.
As for the Jets, they play Buffalo, KC, and Pittsburgh. They should be able to get at least one of those.

You heard correctly - Tampa Bay drafts first, followed by Tennessee, Jacksonville, and Oakland (if I counted right - Jacksonville and Oakland are both 3-13, but for draft order purposes, the first tiebreaker is strength (actually, "weakness") of schedule, and Jacksonville's games were against teams with a combined record worse than Oakland's).
