I’m a bit confused about this… I’m just not sure why this is a thing when the payback is based on the combinations … does this somehow change and it needs to be published?
I mean it’s great info but I don’t understand why
I know there are multiple of the same machine with different payback percentages… is this like an average or something

Yes, this is just an average from the reporting that the casinos have to provide to whichever gov't agency regulates them in that state.

Worth mentioning these stats will include both video poker and slots. So might give some indication of area relatively loose or tight, but skewed by different video poker/slot availability ratio differences by denomination or region.
