Does the wheel determine the winning #?
or does the RNG pick (like a normal slot machine) and the wheel is just the entertainment to represent the #?
ie: Computer picks the # and the wheel spins till that # is shown as the winner?
edit:
why is the image sideways?
(it's correct on my computer)

A lengthy discussion of digital cameras and EXIF tags is probably off topic here, but a crop and save as usually fixes it.
May the cards fall in your favor.

The pointer appears to overlap one of the pins on the wheel, which makes me think the wheel is just a screen. In that case, one of the spots is chosen randomly in advance (in Nevada, each spot has to have an equal chance of being chosen, as it is a "virtual representation of a physical game"), and then the wheel will stop on that spot.
