Does the wheel determine the winning #?
or does the RNG pick (like a normal slot machine) and the wheel is just the entertainment to represent the #?

ie: Computer picks the # and the wheel spins till that # is shown as the winner?

The pointer appears to overlap one of the pins on the wheel, which makes me think the wheel is just a screen. In that case, one of the spots is chosen randomly in advance (in Nevada, each spot has to have an equal chance of being chosen, as it is a "virtual representation of a physical game"), and then the wheel will stop on that spot.
