The way to think of it is how many bets is the mini or minor or major worth?
So if you're playing pennies and the mini is $10.. then betting 10 coins ($0.10) means a mini is worth 100 times your bet. But if you bet 100 coins ($1.00), then the mini is only 10 times your bet. So at the dollar bet level, you are far more likely to see minis. The same holds for the other categories.

Yes, that's essentially what I'm saying. Thinking of it in another way, for my example above. If you hit the mini on a 10 cent bet, they need another 99 losing bets to get to break even. But if you're betting a dollar, they only need 9 more losing bets. So it can hit more often.
I believe relative frequency of those bonuses to be determined by "amount won divided by amount bet". The higher that number, the less frequent. So you could have a situation where if you're betting $25 on a $5 denomination where the mini is $1250, then (1250 / 25 ) = 50. Now if you're betting $1 on 1 cent denomination and the mini is $10, then that number is 10, so I woudl expect to see more minis on your $1 bet than your $25 bet.
ETA: within a denomination, I would say your statement is true, because it would follow the ratio logic above.
ETA a second time: With respect to the major, you would calculate this ratio based on the reset amount, not the current amount (typically $500). The progressive portion of the jackpot has been pre-funded by previous bets.
