So I've been with CET as a 7* or Diamond member for a few years, and I am getting more and more disappointed with them. I go to Vegas a few times a year (4-5). I'm thinking I should start looking into another loyalty program, possibly from one of the off-strip casinos with higher slot payouts. I'm not looking for anything in particular ... I usually take advantage of free cruise offers from Norwegian. Higher payouts are more important to me than fancy hotel rooms.

Should I stick with Caesars, or should I be exploring another program? I usually drive from CA to Vegas, so location isn't really that important.

I'd say Stations, which does offer cruises through Princess. But if it's really just better returns you care about AFAIK every single locals place will be better than a CET strip property.

I've been diamond since 2003. Lately, the offers have been better with Boyd, until very recently, when CET came thru this next time. So, you might look at some of their places.
If the House lost every hand, they wouldn't deal the game.

Pretty much anywhere in Vegas (that isn't a bar) has better games than strip CET.

Stations is probably the best (IMO) for you, not that I really know what that is, because there are many properties and GVR, RR, and Palms are basically regular "fancy" resorts. They have good returning games, as well as some of the newer released games.

Boyd isn't great, but it's better than the strip, that's for sure. I haven't stayed at any of their properties in Vegas from what I remember. Most of the Boyd properties seem pretty run down, other than Sun Coast. Their card system is pretty messed up, too.

Downtown is pretty much all s*** as far as I can tell, other than Golden Nugget. GN is definitely an outlier.

South Point, Rampart, and The M are all pretty good, better than Boyd IMO...but they're also kind of on the outskirts of town and none of them are connected to another. Actually, The M and Tropicana might be under the same thing, but it doesn't appear to be.
