Years ago most low-end strip or off strip or downtown casinos, like the Strat, offered at least one $1 slot carousel advertised at 98% or 99% "guaranteed" return.
Where does one find this, if at all, these days?

A rep from the Strat says that they no longer advertise 98%. Practically, however, their slots should be better than most main line strip casinos.

Aruze displays the payback percentage on some of its video slot machines. I'm pretty sure I've seen at least 96% for max bet, but that would most likely be at the locals casinos.
The Stratosphere offered a wide variety of good machines many years ago, but things have changed. Of the four casinos owned by American, the Strat has easily the worst video poker, which is typically a warning flag if you intend to play slots.

Ballys has one with Wild Party machines, though I am not sure if it is 97 or 98% anymore.

Although you are asking about Vegas in particular, I thought I'd chime in with information about Reno. Silver Legacy has multiple banks with signs indicating 98%, 98.x%, 99%, 99.x%, etc. on a few video reels and many VP banks, including $1 games. I have also seen similar signs at Grand Sierra Resort (formerly Hilton), but I cannot recall if they are still there. Keep in mind that you may have to "hunt" through each denom and game on each machine to find it, or it may be easy to find with multiple choices. In some cases, these include a progressive royal and the rate of meter rise is included in the equation.
