At 8:00 into this video, the floor tells him to remove his bets as hes not allowed to cover more than 2/3 of the entire roulette betting field. Ive never heard of this before. Seems kind of dumb to me for some odd reason...

Maybe they're trying to crack down on people grinding for comps? I don't know...seems dumb to me. I feel like "system" players are the bread and butter of roulette.

The whole point of whoever invented the roulette layout is that you can bet every single space on the board and still lose at the house edge. This is an example of an ignorant casino who thinks that just because he's winning because he's covering a lot of space means he's beating them. He's not. He's betting like an idiot and all his money is going to be gone very soon.

If you play on most ETG roulette games, your bet will be rejected for "not enough risk" if you cover too many numbers.
Casinos are not your friends, they want your money. But so does Disneyland.
And there is no chance in hell that you will go to Disneyland and come back with more money than you went with.

This is common at online casinos ( done automatically, or enforced later) as they try to prevent low risk betting as a way of meeting wagering requirements on bonuses. Even there it's mathematically stupid.

The staff probably had explained to them how teams can bet both sides for comps.
Then decided not to allow that.
They applied it across the board so even plays that ultimately would be in their favor aren't tolerated.
This is what happens when you try to explain AP tactics to employees who don't truly understand AP tactics.

I know I've seen this on interblock roulette machines.

He is referring to electronic roulette games from the interblock company. I have seen this function in every jurisdiction I have visited which is east coast.
It's not just roulette. It's all interblock machines. For example you can't bet against yourself in Sic Bo either. Even doing it inside like betting $1 every double and every pair (a $21 total wager which would result in either losing $1 or break even) is disallowed. You get a message saying something like not enough risk and once you get past that percentage allowable it refuses further bets.
My guess is it's based on minimums. A $3 minimum table if you aren't risking at least a $3 loss per game then it's no go but I could be wrong in that assumption
