I'm learning Pai Gow tiles, starting with the house way at Resort World Sentosa:

I'm specifically confused about the hand Teen, Low 4, 8, 9, which is listed as the first "Individual exception" (Section 1.4, page 15).
The two hands available according to the "unwritten rule" are
(Teen+9, Low 4+8) which is 2/Wong, and
(Teen+8, Low 4+9) which is 3/Gong [this is only available for High 8].
According to rules 1-3 from Section 1.4, "the Gong [is played] before Wong" as long as the "Cheong Sum" total is 3. Thus it seems to me that this rule already requires the play of 3 & Gong. I'm therefore not clear why this is an exception.
Is this an error in the printed House Way or am I missing something glaring?

In the traditional (house) way, the standard rule is:
Favor High Nine over Gong or Wong, and Gong over Wong, as long as doing so leaves you with a low hand of 3-with-Chong or better
except
When given the choice between Gong and Wong, play 3/Gong even if the 3 is lower than 3-with-Chong
The house way you linked to follows the traditional rule/exception because a 3-point hand made from 9 and L4 ranks lower than 3-with-Chong, but should be played anyway.
