Ive been looking at some cashback casino,sportsbook deals.10-20% cashback on losses.Cant seem to figure this out,though.
Some casinos/bookies have no negative carry over and some have negative carryover .
What Im getting that this means is that if its a negative carryover and I win last month 1000$ ,if I lose next month 500$ I get no cashback at all.But if its no neg carryover site
if I win 1000 or 10000$ last month that is irrelevant for this month where if I lose 500$ I still get 20% cashback .
Is this so or no?

yes, it is so and that`s why you should read the terms and conditions very attentively before start playing in any casino. If you accustomed to imply under the term "cashback" the real cashback even if you won in previous month, so the other casinos don`t think so(
So read their rules. If they don`t geve such information or wriggle the answer - walk on by such casinos and go to the more reliabe institutions))

Usually when I see the term "negative carryover" it refers to affiliate commissions. For example, a typical deal might be 30% of the net win of players who click through an affiliate site, calculated monthly. However, what happens if players win, which is negative for the casino? For example consider the following net revenue to the casino:
January: -$1,000
February: +$1200.
If there is a negative carry-over, the affiliate will get nothing for January and 30% of $200, or $60, for February. If there is not a negative carry-over then the affiliate would get the full 30% of $1200 of $360 for February.
I imagine it might work the same way for player loss rebate deals. For the Tropicana slot rebates, they do NOT do negative carryovers.
