I'm pretty sure that "officially", people in the USA cannot play foreign lotteries - that is, they can't bring the ticket into the USA. However, that never stopped anybody in the USA from buying Irish Sweepstakes tickets. There was a joke at the time, that most Irish Sweepstakes winners in the USA found out they had won when an IRS agent contacted them. (Title 18, Section 1301, United States Code)

Then again, the law mentions only actual tickets. I don't know about playing an online lottery, although I'm fairly certain it's subject to the same laws as online casinos.

There's also the proper (capitalized) noun "Ligit" as the name of the 'artist' formerly known as... well, I don't know what other name he may have been known as, but I'm thinking his mom might possibly have originally chosen to put a little something more than "Ligit" on the birth certificate of her new bundle of joy.

ADDENDUM: Don't spend all of it quite yet, since if I'm reading it right it seems you could have some trouble collecting your millions from an offshore online entry (as opposed to going there to buy a physical paper ticket at one of their retailers while standing on their soil) if you are not a resident of one of the countries whose national lottery is part of it. The Wikipedia entry on this thing says:
