Years back legendary Pittsburgh bookmaker Tony Grosso was reported to have wondered how a numbers game could lose money and offered to have in in the black within a year if he had his sentence commuted. Perhaps he was on to somehting.
I have always thought the PA Lottery should mimic NY in having numbers drawn all day but with a twist. In NY you can play a numbers game in a bar and they draw every so often. I would wire the machaines in and let people play for as little as $.05, with a minimum of $1 per ticket (eg: you bet 20 numbers at $.05 each.) As penny slots have proven, people will play more credits for less per even if the bet is the same. Draw this every 15 mins. I could see barlfys playing all day.
