No, an Even-money don't pass bet may not be made after the point is established.

Like others have said, don't pass bets cannot be made after the point is established, but you can make a lay bet before any roll.
In addition, you can make a "don't place" bet in some jurisdictions (and on "Shoot To Win" machines), and, of course, you can always make a don't come bet (which comes out on the roll immediately after you make the bet).

what you seem to be describing is a come-out that is resolved on that same roll, so the next roll is just another come-out and of course you can bet the Don't.

Good catch.
I guess the key word is "made". I took it to mean before the point (which has already been established) is "made" (i.e., hit) by the shooter. I guess the OP needs to clarify though.
