it appears from looking at a composition dependent chart that
66 vs 7 and
77 vs 8
are splits
in the case of 66 vs 7 it is almost $1 per $100 bet better to split than hit
is there a reason this not not appear in most charts?
it there a reason(other than heat) not to do this?

Those are splits, and from what I can see they are included on the 2-deck charts.
Here are the wizard's charts, and you can see he included them as splits: 2-deck basic strategy
Same thing at blackjackinfo.com: Basic Strategy engine
They are not splits under most other rules.
