to improve a soft 13, same, also 5 cards, 3 4 5 6 7, instead a soft 15 consist of 1,4, thus 2 favour card is removed already.

First you're off on the cards. Soft 15 is A-4. Help cards are 2, 3, 4, 5, 6. 11+4+1=16, 11+4+6=21. Soft 13 is A-2. Help cards are 4, 5, 6, 7, 8. 11+2+3=16, 11+2+8=21.
I don't think it's an issue of card removal so much as it's an issue of hits. On the soft 15, there is only one combination that would make you want to rehit: A+4+1=6. Otherwise, the least you can have after the 3rd card is 12 (A+4+7) and you would not want to re-hit that anyway, so double. On the soft 13, you can have a couple more rehittable totals: A+2+1=4, A+2+2=5, A+2+3=6. If you double, you're stuck with a hand that you could otherwise have hit again to improve.
yes, im off cards number, i should be saying soft 16 (Ace+5) , help cards are 1, 2, 3, 4, 5, where 1 and 5 is already out in my hands, means lesser chance.
however what u had just explained clearly cover the card removal issue.

I agree, but soft 17 is another total you'd hit if you could (you never stand on soft 17 if you can take another card).

yes, no conflict on a soft 17, its a must hit.
