I'm sure the site has a list somewhere - but personally I think these are close decisions and I usually hit (4 decks UK rules St S17).
10 3 or 10 2 A vs 2
10 2 vs 4
10 3 or 10 2 A vs 2
10 2 vs 4

Some of the tables at the casinos in Los Angeles such as Hustler and Nromandie will let you surrender anytime. However, if the standard in Nevada is you can surrender on the first two cards only, that answers my first question.
I would suggest then that the Basic Strategy should be changed: for two decks, 16 vs. 10, should be Rs (Surrender or stand), not Rh (Surrender or hit).

I believe it's 9/7v10 stand all others hit. While i don't fully understand this, it's accepted.
Yet evaluation all aspects, first hand off the deck...
We have xx (16) vs 10 (already the count is negative)
16 can be: 8/8, 9/7, or 10/6... Normally for double deck Surrender is not allowed....
So we have split 8/8v10, Stand 9/7v10 and Hit 10/6v10...
The final possible 16 is A/5 which should always be hit...
Either way, basic strategy with no other information... survives without change

I don't usually use surrender, so my Basic Strategy only differers in terms of number of decks between "1-2 decks" and "3 or more decks":
With 3 or more decks, hit a hard 16 with a 10 showing, and don't double a soft 13 with a 5 showing.
With 3 or more decks, hit a hard 16 with a 10 showing, and don't double a soft 13 with a 5 showing.

I just don't believe in surrender - more accurately, I think it complicates things too much for a "basic strategy." (I have enough trouble trying to remember what hands > 11 to double on as it is.)

bring a basic strategy card with you to the tables then and dont be ashamed if you have to refer to it.
