Isn't this about as bad as it gets for the house edge on blackjack?

Got to admit, that's a pretty lame BJ offering! I'd say it seldom gets worse than that.
Now, to see a 1.84% HE on a flat bet as "staggering" is eye-opening, and it tells us what we've come to expect from BJ offerings - that they should be ~ 1% or even less.
That is a very mild and reasonable house edge for non-BJ games like Poker-based carnival games, Pai Gow Poker and place/prop bet, etc.

Go out more often. Four Queens downtown has several tables like this for a long time. More 6/5 than 3/2.

I haven't played blackjack at the four queens, but have only seen 6/5 shoes at Harrahs. Haven't seen 6/5 shoes downtown, but its been about a year since I worked down there. I would think that Laughlin would be trying to appeal to Vegas locals by offering good blackjack games and nice odds on craps.

Nope, it gets worse. The Party Pit at Caesars and the Pool pit at Caesars offer these "fantastic rules."
1) Six-decks
2) BJ 6:5
3) Split any two cards only once
4) Double on 10,11 only
5) No double after split
6) No Surrender
That's the worst I've ever seen.
